Transfer vehicle ownership (Punjab)

Who can apply

• Buyer and seller of a vehicle registered in Punjab; both must give biometric verification.
• For hire-purchase (bank-financed) vehicles, the sponsoring agency's authorised representative must also give biometric.

Documents you need

• Transfer Order (T.O.) form (prescribed)
• Photocopy of seller's CNIC
• Photocopy of purchaser's CNIC
• Photocopies of witnesses' CNICs
• Original registration certificate with up-to-date token tax
• Original registration file for vehicles under the 'File Return Scheme'
• Transfer deed (prescribed) – e-Khidmat Markaz

Steps

1. 1Online: log in to ePay Punjab, open Excise & Taxation and choose 'Transfer of Ownership for Motor Vehicle'.آن لائن: ای-پے پنجاب پر لاگ اِن کریں، ایکسائز اینڈ ٹیکسیشن کھولیں اور 'Transfer of Ownership for Motor Vehicle' منتخب کریں۔
2. 2Enter the registration number, check the vehicle details and tax position, then enter the buyer's details (CNIC/NTN, name, father's name, address, city, mobile) and the district where you want the transaction processed.رجسٹریشن نمبر درج کریں، گاڑی کی تفصیلات اور ٹیکس کی صورتحال چیک کریں، پھر خریدار کی تفصیلات (شناختی کارڈ/این ٹی این، نام، والد کا نام، پتہ، شہر، موبائل) اور وہ ضلع درج کریں جہاں کارروائی کروانی ہے۔

Good to know

• • The Excise 'Motor Vehicle Registration' page still shows older, lower transfer fees (Rs. 550 motorcycle, Rs. 2,750 up to 1000cc, Rs. 5,500 for 1001–1800cc and HTV, Rs. 11,000 above 1800cc); the amounts above are from the department's tax rates page. The PSID amount is final.
• • Lifetime token at transfer: if a motorcycle is transferred within ten years of registration, Rs. 1,500 is charged with a 10% rebate for each financial year; for vehicles up to 1000cc, Rs. 20,000 with a 10% rebate per financial year.
• • Capital Value Tax (1% of vehicle value, with 10% yearly depreciation) applies on every transfer of vehicles above 1300cc, for 5 years from registration.
• • Withholding tax on transfer applies to passenger vehicles by seating capacity, at different rates for filers and non-filers.
• • If biometric is not done within 30 days of paying the challan, the challan amount must be deposited again.
• • If the owner has died, approach the Motor Registration office with the NADRA-issued FRC/succession certificate. Owners abroad can give biometric at a NADRA facilitation centre abroad, or contact the Pakistani embassy where there is none.
• • Company-owned vehicles: the company appoints a representative for biometric through a special login provided to it.
