Land mutation (Intiqal)

زمین کا انتقال

A mutation (intiqal) transfers ownership rights in land from one owner to another and updates the official land record (Jamabandi) to show the new owner. Sale (Bai Zubani), inheritance and other mutations are entered at any Arazi Record Centre (ARC) in Punjab and attested by the Revenue Officer (ADLR).

Good to know

• PLRA service charges are in addition to government fees and taxes. PLRA's FAQ lists four charges on an oral sale mutation at an ARC: Mutation Fee 3%; District Council Fee 1%; FBR Advance Tax 236K (purchaser) 1.5% filers, 4.5% late filers, 10.5% non-filers; FBR Gain Tax 236C (seller) 4.5% filers, 7.5% late filers, 11.5% non-filers. Check current FBR rates before paying.
• Once the ADLR approves the mutation, the change is reflected in the Jamabandi straight away.
• Verify an approved mutation by scanning the QR code printed on the mutation copy.
• For online mouzas, mutation of an e-Registry is processed automatically together with the registry.
• If a mutation was wrongly approved: appeal to the Assistant Commissioner for inheritance mutations, or to the District Collector for other cases; you may also approach the civil court.
• To cancel after paying the fee, record your statement before the ADLR and apply to the Assistant Commissioner for a refund.
• Overseas parties can record statements abroad before the authorised Pakistan mission representative acting as commission for the Revenue Officer.

Yes, entry can be done at any ARC in Punjab, but the statement is recorded before the Revenue Officer of the area where the property is located.

Apply to the District Collector, who will verify the details and give permission. After approval, go to the ARC for the mutation in your favour.

›Is a mutation at a Dahi Markaz Mall valid?
