The Chief Minister's Honhaar Scholarship pays 100% of the tuition fee for merit-based, low-income students with a Punjab domicile in selected BS, MBBS and BDS programmes. Applications are made online on the PHEC portal, with no fee. The 2025 intake for Punjab students closed on 30 September 2025; the portal currently shows registration only for Azad Jammu and Kashmir students.
وزیراعلیٰ ہونہار اسکالرشپ کے تحت پنجاب کے ڈومیسائل رکھنے والے کم آمدنی والے میرٹ پر آنے والے طلبہ کی منتخب بی ایس، ایم بی بی ایس اور بی ڈی ایس پروگراموں میں 100 فیصد ٹیوشن فیس ادا کی جاتی ہے۔ درخواست پی ایچ ای سی پورٹل پر آن لائن اور بغیر فیس کے دی جاتی ہے۔ پنجاب کے طلبہ کے لیے 2025 کی درخواستیں 30 ستمبر 2025 کو بند ہو گئیں؛ اس وقت پورٹل پر صرف آزاد جموں و کشمیر کے طلبہ کی رجسٹریشن کھلی ہے۔

- Punjab domicile (students who have only applied for domicile can attach the receiving slip)
- Enrolled in the 1st semester/1st year of selected disciplines at selected universities/colleges in 2025, including 1st-year MBBS/BDS (2025 intake)
- Minimum FSc/Intermediate marks: public sector universities/colleges ≥ 70% for sciences and ≥ 65% for arts and social sciences; MBBS/BDS at public medical and dental colleges ≥ 80%; federal and private universities ≥ 70% sciences, ≥ 65% arts; HED colleges ≥ 65% sciences, ≥ 60% arts
- Not eligible: students already receiving a fee waiver or financial assistance from any other government agency, department, institute or university; students of affiliated/private colleges; dual nationals

Good to know
- • Status (checked 2026-10-03): the portal's FAQ gives the application deadline as 30th September, 2025 for the 2025 intake; the home page now says "New Registration is now open for Azad Jammu and Kashmir students" only. No new round for Punjab-domiciled students is announced on the portal.
- • Coverage: 100% of the defined tuition fee only. Boarding, lodging, transport and other expenses are not covered.
- • The application is free: "there is no fee for submitting the application".
- • If a focal person rejects your application on wrong credentials, you get one chance to correct it by email; if you don't, you are considered ineligible.
- • Earlier phases (CM Special Monitoring Unit): Phase I – 30,000 scholarships for 1st-semester students; Phase II – 20,000 for 3rd–8th semester and 2nd–5th year MBBS/BDS students; Phase III – 5,000 for students from other provinces.
