Domicile certificate (Islamabad)
ڈومیسائل سرٹیفکیٹ (اسلام آباد)
A domicile certificate proves you are a permanent resident of Islamabad and is often needed for jobs or university admission; by law it can be obtained from one city only. Apply in person at a Citizen Facilitation Center in Islamabad with your CNIC and proof of residence; it is issued by the Assistant Commissioner (Saddar).
ڈومیسائل سرٹیفکیٹ ثابت کرتا ہے کہ آپ اسلام آباد کے مستقل رہائشی ہیں اور یہ اکثر ملازمت یا یونیورسٹی داخلے کے لیے درکار ہوتا ہے؛ قانون کے مطابق یہ صرف ایک شہر سے بنوایا جا سکتا ہے۔ اپنے شناختی کارڈ اور رہائش کے ثبوت کے ساتھ اسلام آباد کے سٹیزن فیسلیٹیشن سینٹر میں خود جا کر درخواست دیں؛ یہ اسسٹنٹ کمشنر (صدر) جاری کرتے ہیں۔

Who can apply
- At least one Islamabad address must be written on the CNIC (for minors, the parents' CNIC is checked)
- CNIC must be at least one year old (a first CNIC made at age 18 is exempt)
- If you had a domicile from another district, you can apply for the ICT domicile only one year after its cancellation
- If the CNIC shows two different addresses, an NOC/verification from the other district is required

Good to know
- • By law, a domicile certificate can be obtained from one city only. A permanent resident of Islamabad must first cancel an existing domicile through its issuing authority.
- • Offices: Citizen Facilitation Center, G-11/4, Islamabad; Pakistan Asan Khidmat Center, Rohtas Road, G-9/1, Islamabad; Citizen Facilitation Center, Park Road Taramri, Islamabad.
- • ICT Administration lists timings as Monday–Friday 09:00 AM–06:00 PM (lunch break 01:15–02:00 PM, Friday break 12:30–2:30 PM). The CFC website lists domicile service timings as Monday–Friday 09:00 am–08:00 pm and Saturday 09:00 am–04:00 pm.
- • You can verify a domicile certificate by CNIC in the City Islamabad app (Domicile tab > Verification) or on the CFC website.
- • Relevant law: Pakistan Citizenship Act, 1951.

›Can I obtain a domicile certificate from two cities?
No. It is not allowed under the law.
›What if I already have a domicile from another city?
You must first cancel it through the issuing authority, and you can apply for the ICT domicile one year after the cancellation.
›What if my CNIC shows different permanent and temporary addresses?
You must obtain an NOC from the district where you don't want the domicile. The CFC can issue a letter to that district, or you can apply there yourself.
