Under the Emigration Ordinance 1979, every Pakistani going abroad on a work visa must get 'protected': the Protectorate of Emigrants countersigns the employment agreement and pastes a protector sticker on the passport. Workers hired through a licensed Overseas Employment Promoter (OEP) register through the OEP; directly employed workers apply themselves at a Protectorate office, or online, after getting the visa.

Good to know
- • Immigration authorities at the airport will not allow a worker to leave Pakistan on a work visa without a protector stamp.
- • Protection stays valid as long as the terms and conditions remain unchanged; for a new job or contract you need fresh protection from the Protectorate office.
- • Insurance must be renewed after two years, at the Protectorate office in Pakistan or the Pakistan Embassy in the host country; compensation for death or disability is Rs 1 million with valid insurance, and none if the insurance was not renewed after two years.
- • Complaints against fake recruiting agents (not licensed OEPs) are referred to the FIA under Rule 29(4) of the Emigration Rules, 1979.
- • Fee amounts (registration fee, Welfare Fund, insurance premium, OEC fee) are published on beoe.gov.pk, which could not be read for this card; confirm current amounts at the Protectorate office.

Under the Emigration Ordinance 1979, the Foreign Service Agreement between you and the foreign employer/OEP is countersigned by the Protectorate of Emigrants to ensure its terms are implemented. If the contract is violated you can register a complaint.

Yes. You need new protector clearance for the new job from the relevant Protectorate of Emigrants office in Pakistan.
